TRUST YOU CAN UNDERSTAND

Our governance and independence

People using supported and social housing should be able to see who makes decisions, how evidence is checked and how a decision can be challenged.

WHY HOUSINGASSURED EXISTS

Real experiences.
Clear scores.
Better housing.

Supported housing runs 24 hours a day. Missed support, unresolved repairs and unanswered complaints can affect people at any time. People need a clearer picture of what is happening day to day.

HousingAssured is being built from first-hand experience of supported housing and the frustration of trying to get concerns addressed. We want to make poor practice harder to hide and good service easier to recognise.

Formal investigations can take time. Our aim is to make everyday experiences and checked findings easier to see while those processes take place.

Listen to real experiences

Residents and others who use a service can share their experiences. Published reviews are free for everyone to read.

Show what the checks found

See an overall assessment score, the reasons behind it and when it was reviewed. People’s review ratings are shown separately.

Help providers put things right

Clear actions, follow-up checks and practical member resources help providers improve the service people receive.

Opinions and checked findings are labelled separately. A concern alone does not prove failure. Providers can respond and challenge decisions. Scores reflect the evidence reviewed at the date shown, rather than a guarantee of future service.

Clearer information while formal processes take place

Regulators have important jobs and legal powers. They work within set responsibilities and processes. That is different from giving people a daily picture of support, repairs and complaints.

For example, the CIC Regulator checks whether concerns fall within its role and whether a formal investigation is justified. In England and Wales, the Charity Commission says it does not normally take forward complaints about poor service. These bodies are not general day-to-day housing complaint services.

HousingAssured aims to add a practical layer of information alongside those routes: people’s experiences, checked findings, clear reasons for scores and follow-up on improvements. Our assessment scores and people’s review ratings remain separate. We want people to have useful information while formal investigations take place.

HousingAssured has no statutory enforcement powers. People should continue using the right complaints and regulatory routes. Urgent safety and safeguarding concerns must go straight to the appropriate services. Platform response hours and targets will be published before launch; this public preview is not monitored for live incidents.

Official guidance checked 15 October 2026: CIC Regulator complaints process and Charity Commission guidance for England and Wales. Other routes apply in Scotland and Northern Ireland and depend on the issue.

Who is accountable for the scheme?

Our focus is practical responsibility: someone owns each review, decision and follow-up. Provider assessments examine clear staff roles, sufficient daily management and complaints ownership. Board size and composition are not scoring criteria.

Our current team and the Promoveo connection

HousingAssured is currently run by its founder, who is also a director of Promoveo. The founder states that HousingAssured and Promoveo do not handle cases jointly. A shared director remains a relevant connection, so it must be declared and managed for each case.

The founder must step aside from Promoveo matters, complaints about their own conduct and other relevant conflicts. A suitably competent, unconflicted external reviewer must be appointed before such a case proceeds. Appeals must be separate from the original decision. If suitable independence cannot be arranged, the case cannot be decided or a seal awarded through that reviewer.

We plan to recruit trained professionals with supported-housing or property expertise. They may have jobs or board roles elsewhere, subject to disclosure, conflict checks and privacy commitments. Recruitment is planned; an independent panel is not yet appointed.

Read the conflict and confidentiality template

How independent decisions will be protected

Conflicts are declared

Owners, reviewers and decision makers must disclose connections to the provider, competitors and other relevant interests before taking part. A conflicted person must step aside; the replacement and conflict check are recorded. Any ownership, employment, referral or commercial relationship involving Promoveo Housing or another provider must be declared. The founder’s Promoveo directorship is disclosed above. Additional relevant relationships must also be declared. No connected organisation should be assessed until a suitable unconflicted reviewer is available.

Payment and decisions are separate

Membership pays for access and the assessment process. It does not buy a score, a favourable review, approval or reinstatement. Billing status cannot override a standards or safety finding.

Evidence and reasons are recorded

Reviewers check what people experience in practice, including support, repairs and complaints. They record source references, gaps, the provider’s response and reasons for the decision. An allegation alone does not establish failure.

Reviews can be challenged

A separate reviewer considers an appeal, checks conflicts and records a dated outcome. Confirmed improvement needs evidence; returning to membership does not erase valid reviews or earlier findings.

Concerns, complaints and appeals

Read the proposed response targets and appeal criteria. The final operator must provide a route for complaints about HousingAssured, including a separate handler where the complaint concerns the original reviewer. Email info@housingassured.co.uk with subject Complaint or Appeal; see the contact routes. Individual names are not published. A separate unconflicted appeal reviewer must be allocated internally before an appeal proceeds.

Public concern submissions are closed; administrator trials use fictional examples only and is not a monitored live service. Urgent safeguarding and safety matters must reach the appropriate services directly.

Trust information stays readable without membership

Assessment methods, review schedules, scoring rules, provider score explanations and reviews, and these independence arrangements are open guidance. Provider profiles identify assessment scope and review dates; all current provider profiles are illustrative.

Referrals, own-property tools and recurring audit submissions belong within authorised paid accounts. Initial application evidence is handled separately during assessment. Confidential audit figures, resident information and source records are not public trust content.

Our reviews focus on residents’ everyday experiences. They do not prepare routine reports for regulators or HMRC. HousingAssured has no regulator endorsement or UKAS accreditation.
